(39:17) And to those who shun the Empire, so as not to obey it, and turn to Allah - for them is the Good News! Make my obedients glad,

(39:17) وَالَّذِينَ اجْتَنَبُوا الطَّاغُوتَ أَن يَعْبُدُوهَا وَأَنَابُوا إِلَى اللَّهِ لَهُمُ الْبُشْرَى فَبَشِّرْ عِبَادِ
Connected ideas
(5:60) Say, "Say: "Will I inform you (of those) who (get) worse than this? Retribution from Allah to those whom Allah has cursed, upon whom He has been angry, and has made of them Debtors and Pigs, and obedient of the Empire. They (will occupy) a bad place, and have gone even more delusion from the balanced Way."
