Replacing by some other people

(47:38) Here you are being invited to spend in the cause of God, but some among you turn stingy. Whoever is stingy is only being stingy on himself. God is the Rich, while you are the poor. If you turn away, He will replace you with another (Arab. غَيْرَكُمْ, ghayrakum) people, then they will not be like you.

(9:39) If you do not march forth, then He will punish you with a painful retribution, and He will replace you with another (Arab. غَيْرَكُمْ, ghayrakum) people, and you do not bother Him in the least. God is capable of all things.
